Difficult to get a firm ruling, but I think that if we go to foul play under Law 9, Law 9.7, a player must not, and then there's two there, but we'll go to B, intentionally knock, place, push, or throw the ball with arm or hand from the playing area.

That would be a penalty.

But in this context, could have easily been a penalty try because it was right there.
