Canberra was governed by this body called the NCDC.
Remember that?

And in fact, I knew an ACDC cover band that used to call themselves NCDC.
And they've got a shadowy body that sort of ran the ACT.
And when it was proposed to hand over self-government to the ACT, there was a giant movement that said, we don't want it.
We want it kept being governed by the NCDC because they were probably easier to approach and manipulate then.
So are you telling me then when junk got poisoned by asbestos, that was before the ACT even had a government?
Right.
So you've got to bring both governments to the table.
