In the past, visa holders have been able to file for an adjustment of status in the U.S.

The memo reiterates that visa holders looking to get a green card, which is a permanent residency, must apply from their home countries.

In the memo, United States Citizenship and Immigration Services, or USCIS, said the pathway to permanent residency has been abused for decades and that people who are denied or in waiting sometimes stay illegally.
Immigration advocates say it would place people fleeing dangerous circumstances in vulnerable positions in which they'd have to return to that danger.

Over the weekend, the Trump administration tried to paint Pretty, who is a U.S.
citizen, as a domestic terrorist.
Border Patrol Chief Greg Bovino said Pretty had a gun and was intent on massacring law enforcement.
But multiple videos show Pretty holding a phone in his hand.
At least six masked federal officers tackle him, beat him, and pin him face down on the ground.
Then one agent appears to pull a gun from Pretty's waistband before agents shoot him multiple times.
City officials say Pretty had a lawful permit to carry.
The Minnesota Bureau of Criminal Apprehension says DHS has blocked its investigators.
A federal judge has ruled that Homeland Security cannot destroy or alter evidence related to Preddy's death.

The judge ordered federal agents not to retaliate against people, quote, engaging in peaceful and unobstructive protest activity.
She also ordered agents not to use pepper spray or other crowd dispersal tools in retaliation for protected speech.
Minneapolis is the latest target in the Trump administration's immigration crackdown.
