It's like a community charity initiative to try and get games made that wouldn't be made otherwise. So if you've got your game written, but you need money to pay a layout person or an editor or something, and you're just starting out and you're getting the money for that, they exist for that purpose.

I can't see on the website how many. I imagine they accept donations and they apply for grants and things, so it depends how much money they have. Because if 20 people only want 20 quid, that's different than one person wanting a grand or something.
