So Perez closed on the $541,000 house and began paying her mortgage and utilities, but never moved in.
Homeowners in Berkeley and Dorchester County say their new homes, built by D.R.
Horton, are practically falling apart, despite county inspectors signing off on them months prior to moving in.
It's not operating like a new something should operate.
