Beijing and Washington are locked in a standoff after China unveiled strict new export controls on rare earth minerals last week, and Trump said he would retaliate with a new 100% tariff on Chinese goods starting in November.
A Chinese Commerce Ministry statement blamed the U.S.

It's potentially a big deal because China is the source of more than 90 percent of global rare earths.
Export controls that the government adopted in April caused shortages around the world and a scramble to cut deals.
Rare earths and magnets made from them are crucial to the production of everything from smartphones to advanced fighter jets.
And China's restrictions have become a core issue in trade talks with the U.S.,
The Commerce Ministry says it's restricting the export of technology related to rare earth mining and processing effective immediately.
And it says no licenses will be issued for applications involving foreign military end users.
