In order to get them on board with that, they need extra incentives. They need immigration, border security stuff, probably need some energy provisions, certainly like, you know, all the way to things like spectrum. They need incentives to get on board with something that makes them a little queasy from a deficit perspective. In the Senate, it's a very different deal.
