Now, what is required to detain somebody?

It's reasonable suspicion.

That is one step below probable cause, which is what police officers need to arrest somebody.

Now, if the police had probable cause, he would never have gotten home last night.

He would have been arrested and booked.

Now, we don't know why the police officers were talking to him.

It could have been their suspicion that he was connected to the ransom notes or to the kidnapping.

But until they give us additional information, we're just going to have to guess.
