Eventually, the power came back on, and Justin was able to go back to his conference. We asked DCP about the power outage, and they said the administration's exceptional coordination and execution were instrumental in mitigating the crisis effectively. It was clear to Justin, for Dauphin County Prison to treat inmates more humanely, it was going to take a lot more than just wanting to do better.
