48-year-old Marvin Knuckles was part of a crew of inmates who were clearing ice and snow at the Eastern Kentucky Correctional Complex when he fell down a 40-foot embankment and died.
Kentucky State Police are investigating the death, but questions have been raised as to why this group was out in sub-freezing temperatures at night when Governor Andy Beshear had given a statewide order to stay inside.
Beshear has promised a full and transparent investigation.
Officials at the medium security prison say Knuckles volunteered for the ice removal assignment.

Amy Brown tried to break her car free of an encasement of ice Tuesday to no avail.
With nothing but time on her hands, she took another crack at it Wednesday.
It took some de-icer and some heavy scraping.
After about 10 minutes, she was in the driver's seat.
With kitty litter under the tires... I did it!

On Saturday, President Trump confirmed on social media that he had approved emergency declarations.
for Tennessee, Georgia, North Carolina, Maryland, Arkansas, Kentucky, Louisiana, Mississippi, Indiana, and West Virginia.
Kentucky Governor Andy Beshear said the declaration means federal aid is immediately available, and at the state level, help has already been deployed.
Guard Bureau Chief General Stephen Nordhaus said hundreds of National Guard troops from 12 states had been activated as of Saturday.
Forecasters say freezing rain is likely to cause widespread power outages.

I'm Karen Zar from Member Station WUKY in Lexington, Kentucky. High winds, torrential rain, golf ball-sized hail, and tornadoes thrashed parts of the state overnight. The mayor confirmed fatalities in London, Kentucky, although the number of dead hasn't been confirmed by authorities. Confirmed tornado warnings were issued in Somerset.
