It started in the 18th century with servants in England and they would put it up high and it was considered bad luck to not kiss.
But the etiquette rule is you don't want to force your kiss on somebody.
It's polite to ask and not just assume.
Only kiss somebody that wants to be kissed.
And it's a lovely tradition, really.
