Because technically, the name of H.264 is MPEG-4 Part 10.
Because MPEG-4 is actually a metaspecification which has several things in it, right?
There is the Part 2.
So there is like audio codecs, right?
AAC, the factor is MP4 audio, something like that.
there is actually several video codecs, right, inside the MPEG-4 specification.
One of them is MPEG-4 part 10, called also AVC, called also H.264, right?
So it's completely the fault of the industry to make things difficult to understand.
