They're just not being enforced. They're not being enforced because the incentive of these companies is to not want to put any restrictions on, they don't want friction in uploading because they're going to get less content. Less content means less Google searches.

He was a vascular and general surgeon. So he grew up in Jordan and Amman, and he... came to the United States. He went to England, India, and then here, and he became a surgeon. But, you know, he was not the kind of man that would watch entertainment. Like, you just don't see that with my father. He was watching the History Channel. He was watching the news.
