Democrats demand changes to DHS after its agents killed two Minnesotans in January.
Minority leaders Chuck Schumer and Hakeem Jeffries want a requirement for judicial warrants, better identification for DHS officers, and new use of force standards.
Last week, Senate Majority Leader John Thune called the demands, quote, unrealistic.
And Jeffries tells CNN this Sunday the two sides aren't talking.
The DHS funding deadline is midnight Friday.
Its agencies like the Coast Guard, the TSA, and FEMA would be affected if funding lapses.
Meanwhile, DHS's mass deportation agenda would still have money to operate despite the shutdown.

Speaker Johnson said the president negotiated this Senate funding package.
Johnson went on to say Trump himself does support some changes to DHS.
But Johnson made clear he and Trump won't budge on the issue of DHS agents hiding their identities with masks.
A massive spending bill that would fund a large swath of the government passed the Senate Friday.
The bill now heads to the House, where some Republicans are raising concerns over the limited two-week funding for the Department of Homeland Security.
Speaker Mike Johnson of Louisiana tells Fox News President Trump negotiated this funding bill, and he expects the GOP-controlled House to send it to Trump's desk.
Once the government is funded, Johnson said Trump is willing to work with Democrats on some DHS reforms.
