This is a war of the president's choice, and the president doesn't seem to understand at all what he has done here.

He has made the world less safe.

The Strait of Hormuz, how silly of him not to have understood that that was at critical risk.

The price of oil, how silly of him, how unserious of him and the Secretary of Defense not to have understood this.

Not our military.

Our military understand exquisitely the risks.

They are so superbly trained.

And thank God for them.

And I pray for them every single night.

But this president has proved himself to be irrational, incoherent, just bouncing back and forth.

I've said long ago, he's unhinged and unwell.

And that makes us at grave risk when we're at war.

We have not been told the president's objectives.

The American people were not briefed on the president's objectives.

Congress was not briefed, even though he was four days before in front of the American people and a joint session of Congress at the State of the Union address where he had, I believe, the obligation, the duty to make the case to us.

Congress, we are the one who can declare war under Article I, Section 8, and he and his advisors know that.

and also make the case to the American people.
