Obviously it's not going to stay at the state level because if you are someone who thinks abortion is murder, you can't be okay with California allowing it and Missouri not allowing it.

I think that's a toss-up. And there are moments where he's with the conservatives and he's not as independent as some of his other colleagues might be.
