The capability question is why they have to invest in their own defense. The other thing we've said that is unacceptable is we have a NATO summit heads of state summit this June, and we will still be at a third of all NATO members haven't met the minimum of 2% of GDP that they pledged to do a decade ago, over a decade ago. They just want us to take care of it. They just want, right?
