At one point, investigators say he asked the FBI source, whom, again, he believed was an ISIS operative, the question, quote, how many do you hope to kill?

Prosecutors later alleged Gafour claimed he always wanted to kill a female soldier by beheading.

And then came perhaps the most chilling statement in the complaint.

Gafour declared, quote, I wish I could kill 300 million Americans, end quote.

But those weren't the only discussions drawing the FBI's attention.

An image included in the complaint allegedly showed three rocket-propelled grenades and several firearms loaded into the bed of a pickup truck.

According to prosecutors, the photograph was sent by the FBI source and featured Arabic writing on one of the RPGs that translated to, quote, Bisam Ghafoor.

Ghafoor had previously told the source it would be, quote, sick if his name were written on a drone.

Yeah, sick indeed.

One conversation, prosecutors say, showed how seriously some of those plans had become.

According to the complaint, Ghaffour told a source in September of 2025 that he planned to get a job so he could buy an AK-47 rifle and ammunition and begin training for what he hoped would eventually be service with ISIS.

By this point, investigators say the group's support for ISIS had become increasingly explicit.

And just one month later, prosecutors say Shamsuddin pledged allegiance to the leader of ISIS in a message later shared with the FBI source.

According to the complaint, Ghaffour and Zayin discussed sending funds through cryptocurrency to support ISIS.

Ghaffour is accused of handing cash to an undercover FBI agent during a meeting at a Kansas City mosque.

Prosecutors say one of the envelopes containing cash was addressed to another mosque in New Jersey.

Shamsuddin allegedly sent nearly $1,600 intended to support ISIS operations.
