and on the NGOs, I think there's this very unexplored layer which needs to be renegotiated, which is U.S. financial assistance to unions and worker groups internationally with that money boomeranging back home to spill into paid protests. And so I think that's something that the Justice Department, the Department of Labor, and the State Department need to seriously reevaluate.
