The State Department can't just walk into certain conflict zones and talk to the indigenous community and get honest answers or tell them what to do without being on the record saying something they might not want attributed to them. The NGOs can go in and do that.

Not only do they largely play the key role in determining who's president through the funding that they provide, but they I say donor drafter because they draft off the policies off of the U.S. government. They don't just donate into it. Like in a bike race, you always want to be not in first.
