It has 15 members of its board.

Three of them are mandatory. The Secretary of State, the Secretary of Defense, and the President of the National Defense University are three reserve spots. So think about this. It's the U.S. Institute of Peace, but required on the board is the Secretary of War, the head of the War Institute, and the Secretary of State. And then there are 12 political appointee spots.
