I mean, yes, if you are comparing these two regimes, definitely regime of Shah was more successful and had more benefit for the people of Iran. Why? Because they wanted to modernize Iran. What was the big mistake? I think that democratization. You can't have economic development if you don't have any political development, social and cultural development.
