To change the way the federal government functions, to change the way the American economy functions, to change— the entire world order and rearrange our alliances. Because if what you're trying to do is extract concessions, that means that after threatening the tariffs, you have to not do the tariffs, right?

Once they've given you what you want, they don't get tariffed as a reward for that.
