Trump is going to fulfill or try to fulfill his promises on the border. He's talked about clarifying the role of the military on the border using the National Guard. He's talked about declaring a national emergency here as one of his provisions. designating the drug cartels in Mexico as terrorists. Now, that does have an impact.
