Okay, so this is a well-known makhlukah between Chabad and everybody else.
Many, many of the poskim write about this, and they're not at all happy about it.
In Menchas Yitzchak, in Chedek Vav Simen Samache, he writes, The Rishon Menachronim had to work so hard to try to justify the Menach of making a bracha in Shul.
He says that

How could Piola Ladas to take this minach any further than it's already been, than it's already gone?
Tzitzal Yezer likewise writes, Of course you don't say a bracha on such things.
How much ink has been spilled about lighting in the Bais HaKnesset?
How could it possibly be that you could say a bracha on such a thing?
And likewise, the Kluysenberger writes, He says,
