Once it's paid as tuition, there's only one thing on God's green earth that can't be done with the money with private schools. They can't pay a rebate to parents whose kids are going there. But that's it. Any other way they want to use the money... Totally legal. And we're not allowed to audit it. So I don't even know how we would find out. That to me is insane.

Odyssey, the company that runs the program, we found out after months of stonewalling, They actually doubled the pay for Odyssey to administer the state's voucher program with no additional obligations on behalf of Odyssey in return.
