The European Commission's charges came as part of its preliminary findings of a year-long investigation into TikTok under the EU's Digital Services Act, which requires online platforms to do more to address harmful content.
The commission said TikTok is violating EU rules through what it called addictive app features that include infinite scroll, autoplay, and push notifications.
And it ordered TikTok owner ByteDance to change the design of the app in the EU or risk a fine of as much as 6% of its global turnover.
TikTok called the findings, quote, categorically false and entirely meritless.

The European Commission says the deal will forge a market of 2 billion people and nearly a quarter of global economic output.
It comes after years of difficult negotiations.
Europe's economic slowdown and India's desire for expanding markets have helped seal the deal.
Once signed, it'll pave the way for the free trade of goods between the EU and India, and it could be followed up with a security and defense partnership between the two sides as well.
While it won't be signed for months, the deal follows the EU-South America Mercosur deal and reflects trade shifts amid American protectionism under President Trump.
