The senators speaking at a security conference in Halifax, Canada, said they spoke to Rubio after he reached out to some of them while on his way to Geneva for talks on the Trump peace plan.
Independent Maine Senator Angus King said Rubio told them the plan was not the Trump administration's plan, but a wish list of the Russians.
The bipartisan group of senators, which also includes Republican Mike Rounds from South Dakota, are among those most focused on foreign relations and are critical of Trump's approach to ending the Russia-Ukraine war.
A State Department spokesperson denied their account, and Rubio suggested online that the senators were mistaken.
