It's such a weird choice to make that an unlockable that they don't even really point you to when you beat the game.
It's just kind of they sneak it into the main menu.

And push them long enough so that they have to beat the game and then go into New Game Plus so they can do all the fun things that you usually think about with Resident Evil with that as well.
