That was the exact plot of a James Bond film I watched yesterday. And the spy who loved me, I could not for the life of me figure out the villain's motive, but he was setting off nuclear missiles to start a war between America and Russia in the hopes that he would irradiate the surface of the Earth and everybody would then live underwater. But I got that. I got the methodology.

I don't think he's got a single line that's not a quip. And Jaws, the main villain in it. I remember as a kid, he was quite scary. Watching it now, he's basically a buffoon comedy villain. Oh, yeah. Not exactly scary.
