We don't really know in some cases what's in these substances.
We certainly don't have any regulatory framework around those people who are selling them illegally.
So yes, I'd be happy to take any suggestions.

Yeah, I think it is worth looking at.
I mean, our view on this is that we have to get the balance right and we see regulation in the same way what we've tried to do with illegal tobacco in this area as an important part of the tools that we need to try and reduce the problem.
Now, you're not going to get around every person who wants to try and do the wrong thing by their very nature, crooks are crooks, because they want to go outside the law.
So I'm not pretending that...
just because the government passes a piece of legislation that necessarily solves the problem.
But I do think we as a government need to be nimble and we need to be looking at what is happening, taking these types of suggestions from people who have had first-hand experience with it, and then looking at how we can crack down and reduce the prevalence.
