Pretty much this means Hubbard knew that a number of government agencies and private orgs had dirt on Scientology.
He wanted to get access to those documents, shred them and get some dirt back whilst he was there.

Oh, this is the plot line of a movie.
So how did he do that?
By asking members of Scientology to get low-level information jobs like clerks and typist positions at some specific organisations.
Once integrated, he would then get them to steal documents, bug meetings, delete information and plant false records.
Man is committed to the bit, isn't he?
But, like, let's seriously think about how effective this was.
In total, over 136 organisations were infiltrated.
5,000 people were involved.
Operation Snow White was, of course, discovered, and numerous members of Scientology were convicted.
Now, we're coming to the end of this time, these episodes, and we're only in the 1980s.
We genuinely do need to do a part three and four of this.
The next 45 years of Scientology history are insane.
Major scandals, controversy and exposรฉs coming up pretty much annually.
Over these years, the tendrils of Scientology extend internationally and the org grows in a way that makes it difficult to dissect, even to those within the religion.
And with that in mind, we've kind of chosen here to mostly cover the portion of Scientology that involved Hubbard.
