They would bug his phones at some times, then they would back off on bugging his phones, and they would set up perimeters outside of his house to see who showed up at his front door. Because by 1946, 1947, the FBI had informers in the American Communist Party and they had the membership roster. And they knew who everybody in the American Communist Party was. That's why in 1947, when they called the Hollywood Ten to Washington to be cross-examined,

So they knew that Chaplin was not a member of the party, had never been a member of the party, and never had given a dime to the party.
