Local authorities have been given ambitious targets in relation to delivery of social housing.
And we also want to reform the eligibility, David.
This is important because there are a lot of people out there who do not qualify for social housing at present.
And we were debating this at the Dáil last night, and I think it's something Eoin and I can agree on.
We need to improve the availability so that people can actually qualify for social housing and that when they work and when they get a slight increase in income, it doesn't disqualify them.

Rents will go down when we have a market that works properly and when we have a supply that meets demand.
That is the reality here.
If we intervene in the market in the shorter term, it will only have longer term negative consequences.
That has been borne out time and time again and many experts will inform us of that.
So rents will only come down when the market moderates and stabilizes and when we increase supply.
But we also, in tandem with that, need to directly increase supply as a government in terms of what we build directly in terms of social, affordable cost rental properties.
So we need to ensure that the market...

So as you know, this is due to be brought to Cabinet today and we have a little bit more detail on the proposal now, but obviously there is still some distance to go on this.
What the government will be announcing is a policy intention and there will be some distance to go in terms of bringing this into law.
