Supremacy clause of the Constitution.

Article 5, Clause 2.
The Constitution and the laws of the United States shall be made in pursuance thereof, and all treaties made or which shall be made under the authority of the United States, the supreme law of the land, the judge in every state shall be bound thereby in its constitutional laws.
And that's not what I'm looking for.

Federal government gets to say who comes in and out of the country, just how it is.
And it's the president's responsibility to execute those laws.
