So how do you square that up?

I say this, I can't help but feel that there is an expectation that comes from within Italy that because of who they are, because of how many World Cups they've won, because of their footballing history,

deserve the right to be there.

if not an arrogance, an expectation around who they are.

Nobody deserves to be in a workup.

And as long as that mentality continues, I fear you will see this kind of up and down.
