To begin with, he said he was in Idaho because he was checking out the Williams Natural Gas Refinery in Opal, Wyoming, which is a huge fuel production plant. And he had this place in mind to be his first target. He said it was much easier to hit than the Alaskan pipeline, which was his initial plan.
