But this is a problematic area that there's nothing clear as to consequence.
Why were you at the end of your tether?
Well, there were two things that bothered me.
First of all, this is an act which sets up a responsibility in law to comply.
And it's not right that non-complying and breaking the law—and that's what it is, breaking the law—it's not right that that go unpunished and uncommented on.
If we're going to do that, then the rule of law begins to get so diluted that it would be a worry.
So I think that when the law is broken, there's got to be a consequence.
The second is, there were people here—this is at the end of the day, people wanting information about loved ones, either deceased or alive—
And this is the accountability and the ability to participate in decision-making that the Act's all about.
It's wrong that I couldn't help those people achieve information that they were entitled to.
