It's not even like... I can agree with you that there are some shows, I don't think it's in Cersei's portrayal, but there are some shows where a villain is portrayed and it seems like it's not that she's smarter than everyone, but everyone's just a little dumber than she is.

I don't agree that that was entirely what Cersei's arc was on when it comes to her portrayal in that show.
