And then even then you have to come to Congress and get authorization pretty soon thereafter.

And so we're bringing that one back up for a vote here very soon, the Venezuela War Powers Resolution, because they can't say it's premature now.
Now, they may say, oh, we're already done.
We're not going to do any more there.

Well, another good point, though.
Both Iraq wars and the engagement in Afghanistan, those were all voted on by Congress.
Those were all authorized by Congress.
So even though those were AUMFs and not declarations of war, they should have been declarations of war, limited in scope and geography.
They were not.
