Syria falls into chaos and protest.
Assad is accused of having his security forces shoot armed protesters.

This creates a bunch of splinter factions.
There were around 12, the Free Syrian Army being one of the most prominent.

Well, the problem is these factions were secular and fairly weak and the Islamic fundamentalists started to take control of these factions and coalesce them into a single group that wanted just the caliphate.
That isn't what Obama was trying to do, arguably.
Some would argue he was.
And he didn't make ISIS happen.
He provided the means by which ISIS became strong and dominant.
So people will hyperbolically say he created ISIS.
But there are degrees of evil.
And there is a line.
So if you know that there is a person who is like, the moment I get a chance, I will commit atrocities, then you say that it's not worth it.
There are certainly circumstances.
