Where does the state get the money to purchase the machine guns to begin with?
Tax money.
That's taxpayer money.

So they're going to use taxpayer money to purchase, then turn around and sell back to the taxpayer.
Sounds like a Ponzi scheme to me.
Okay.
Additionally, there's a $250 quote-unquote surcharge with an additional surcharge up to $50 that will fund the OPD's operations.
Then they get another $275 if they want to transfer the machine gun to someone else.
This also creates another government office, which, insert sarcasm, I'm sure its authority won't be abused or the funds misdirected.
It creates a registry, section 15-6a-11 of the bill, which I did read the bill.
And when the state changes their mind, the law, they will come get your machine gun and they will deem it as their property.
This would truly make it a gun buyback program.
Even though they won't buy it back from you, they'll just take it and who knows, maybe even throw you in prison for being in possession of a machine gun.
The bill is not super clear about obtaining or possessing machine guns outside the state sponsored program.
But as I interpret it, you can't have a machine gun unless you buy one from the state because it says that you must be in compliance with these laws of the state.
