I think there are lots of rules and it's frustrating. But if you enter defense as a company, that is what you've signed up for. I think the system probably incentivizes the latter, but that doesn't mean that there aren't individuals actually across different forces in procurement agencies, but also in politics who really want to innovate. It does exist.
