Because a willingness to fight is far more scary than an ability to fight. I say this to my friends. Some of my friends are not professional fighters like me and my brother are, but my friends would be willing. If I got jumped by 50 men, they'd be willing to fight, which is a lot scarier than a man who can fight but won't.
