I mean, we're talking about hundreds and hundreds of thousands of people who have made serious contact with people who this just didn't happen.

When they say WoW counties, that's three counties that are outside of Milwaukee. So you have Milwaukee County, you have Waukesha County, you have Ozaukee County, you have Washington County.
