Where we need direction, we have drift.
And that is reflected in both the mistakes, but it's also reflected in the indecision.
Take the defence investment plan.
We know that we are living in a dangerous world.
We know that our armed forces were left less well equipped than they should have been by our predecessors.
And we know that the level of investment needed is hard against the backdrop of the state of the public finances and the economy.
So there are choices and trade-offs to be made.
We asked George Robertson, former Labour Defence Secretary and NATO Secretary General, to write the plan, to identify the need.
He has done it.

The question is, how do you pay for it?
And there are only so many options you can go for.

Why is the plan not published?
Because of indecision.
And this has plagued the government on so many issues.
