Module 2 of Administrative Law by Craig Forcese, University of Ottawa, Faculty of Law. I've been using the dog-walking hypothetical in this lecture for years, in part because it seemed so banal and yet illustrated the nested nature of public law issues. After I recorded this version, an event in New York demonstrated how this same sort of scenario can be charged with a different meaning, reflecting racism and power.
