Will the Coalition Government Witness Legislative Reforms?

Indian politics has re-entered the coalition era with the new government under PM Narendra Modi being sworn in last week. Given that coalition governments tend to witness greater political bargaining and deliberation, the fate of critical legislative reforms such as one nation one election (ONOE), delimitation of constituencies, women’s reservation in Parliament and assemblies, etc., hangs in the balance.  In this episode, Saurabh Todi and Shrikrishna Upadhyaya reflect on the issue of legislative reforms and argue that this is the right juncture for micro-level legislative reforms such as setting up a parliamentary research service, mandatory examination of bills by standing committees, overhauling legislative councils (Vidhan Parishads), and compulsory division of votes.
