Gov. Inslee: Trump is encouraging "illegal and dangerous acts"

President Trump is calling for some states such as Minnesota, Michigan and Virginia to "liberate" just a day after saying governors will "call your own shots" when deciding to re-open their state. Democratic Governor Jay Inslee from Washington says these comments encourage "illegal and dangerous acts." He joins Anderson Cooper to discuss that and how a lack of test kits is still a major issue in his state.
