The Decred project is renown for being forward thinking and exists because the evolution of blockchain is necessary. The team behind Decred believed in the fundamentals of what Bitcoin was aiming to achieve but were aware of future events that would be near impossible to solve under the current implementation.   The Decred team also realised early on, that there were massive trade offs with the two most popular forms of blockchain protocol. But if they could combine the two and mitigate against these downsides they would be able to build a system that is hyper secure and adaptable long into the future.
